In 1999-2002, he was head of the Ostrowskie District Executive, previously from 1990 to 1994, he had worked as a City Councillor of Ostrow Wielkopolski and from 1998 to 2005, as a district councillor in Ostrowski District. Marcin Kawiński worked for many years at the Office of the Insurance Ombudsman and was a member of the Steering Committee of FIN-NET, a network of institutions established at the European Commission to settle disputes between consumers and financial institutions.
